Viet kieu is referred to a Vietnamese person permanently residing outside the Vietnamese territory regardless of whether he/she bears the Vietnamese citizenship, the citizenship of the host country, or dual citizenships.

Under Article 186.2 of the 2013 Land Law, an overseas Vietnamese eligible for owning a house associated with residential land use rights in Vietnam may mortgage such house associated with residential land use rights at a credit institution licensed to operate in Vietnam.

Under Government Decree 16/2020/ND-CP dated February 3, 2020, detailing a number of articles of the Law on Vietnamese Citizenship, in order to obtain a certificate of Vietnamese citizenship, you have to file proofs of your Vietnamese citizenship as specified in Article 11 of the Law on Vietnamese Citizenship.

According to the Law on Vietnamese Citizenship, a person who has renounced Vietnamese citizenship for acquisition of a foreign citizenship but failed to obtain permission to acquire such foreign citizenship may get his/her Vietnamese citizenship restored if applying for restoration thereof.

Local media last month simultaneously reported that an incumbent National Assembly (NA) deputy is named in the so-called “The Cyprus Papers”, a batch of leaked documents containing information on persons having acquired Cypriot citizenship by making investment in the Mediterranean island country.

As per Article 16 of the Vietnamese Citizenship Law, a child born inside or outside the Vietnamese territory either of whose parents is a Vietnamese citizen will have Vietnamese citizenship if so agreed in writing by his/her parents at the time of birth registration.

Under the 2014 Housing Law, houses are recognized as private property and are not subject to the state management. The Vietnamese State protects the right to housing and lawful house ownership of house owners. Only in case of necessity, may the State decide on compulsory purchase, requisition, preemptive purchase or demolition of houses, provided compensations are paid and resettlement is provided to lawful owners of such houses under Articles 4 and 5 of the Housing Law.

Under the 2013 Land Law, all land areas used by households and individuals for the residential purpose are regarded as land for stable and long-term use and subject to no given use term. Therefore, individuals or households that are named in land use rights certificates have full discretion to use and dispose of their residential land areas without any temporal limitations.

Current agricultural production in Vietnam is characterized by slow growth rate and low productivity. Despite the fact that Vietnam is now the second largest rice exporter in the world, its farmers’ lives have not been much improved and, as a result, many of them quit farming, leading to an increasing trend of abandoning rice fields and agricultural land in recent years.
